Trump’s 15-point roadmap released by ’Board of Peace’

The 'Board of Peace' has released a 15-point roadmap for the final phase of US President Donald Trump's Gaza ceasefire plan. The terms of the phased withdrawal of Israeli troops from Palestinian territory and the disarmament of Hamas have also been included in this roadmap.

On Friday (July 31), Hamas announced that they agreed to the agreement. However, no official response has been received from Israel yet.

What the roadmap says:

Ceasefire and transfer of responsibility

Israel, Hamas and other Palestinian groups will cease all military operations. The timetable and methods for implementing the roadmap will be finalized within 14 days of all parties approving the plan (this deadline may be extended if necessary). After that, the National Committee for the Administration of Gaza (NCAG) will enter the Gaza Strip and begin assuming its responsibilities.

New Verification Committee and Administrative Policy

The transition from one phase to the next will depend on whether the commitments of the previous phase have been properly implemented. This verification will be carried out by the newly formed International Verification Committee (IVC). It will also monitor whether any party is violating the agreement. Gaza will be governed on the basis of the principle of ‘one authority, one law, one weapon’. The NCAG will conduct its activities in accordance with Palestinian law and relevant international standards.

Police Force Reform

Newly trained police officers will be integrated into the existing police structure. However, all members will be rigorously vetted for their past records and qualifications. Those who fail to meet the required standards will be given alternative civilian employment. Responsibility and authority over all police arms will be transferred to the NCAG.

Disarmament and Tunnel Destruction and Military Withdrawal

Hamas’ heavy weapons, military equipment factories, weapons depots and tunnels will be dismantled and preserved. The NCAG will manage and implement this process in a phased, consistent and time-bound manner. This process will include the phased withdrawal of troops from Israeli-controlled areas of Gaza and the disarmament of armed militias. No weapons will be transferred to any party outside Israel or Palestine. At the end of this process, the NCAG will be the only one authorized to possess, store or control weapons in Gaza.

Social Peace Agreement

A “Social Peace Agreement” will be signed, promising to end internal violence and to avoid reprisals, displays of force or armed exercises.

International Stabilization Force (ISF) Deployment:

A temporary 'International Stabilization Force' (ISF) will be deployed in the Gaza Strip to separate Israeli forces from NCAG-controlled areas. The ISF will monitor whether all parties are adhering to the ceasefire. They will also train Palestinian police, ensure the security of humanitarian aid and emergency supplies, and provide overall support to the NCAG. However, the ISF will not perform any internal law and order or policing duties within Palestinian society.
