Musk Levels Serious Allegations Against Ukraine Regarding Starlink

American billionaire Elon Musk has accused Ukraine of violating the terms of service for the Starlink satellite communication system. He claims that the Ukrainian military has used the network to facilitate drone attacks intended to kill people.
Musk made these allegations in a post on X (formerly Twitter)—a social media platform he owns—on Saturday, October 24.
The issue has sparked tension between Washington and Kyiv, with a dispute emerging over disruptions to the SpaceX-developed network, which plays a critical role in Ukraine’s military operations.
In his post on X, Musk wrote, "The Ukrainian military has violated Starlink’s terms of service by using the system for offensive drone attacks aimed at killing people." He added, however, that this capability was blocked last week. In a separate post, Musk stated, "Starlink’s terms of service have remained the same from the beginning: it is a civilian communication system, not a tool for killing. Violating these terms will result in the service being cut off."
He further noted that Starlink remains vital to Ukraine’s defense, as it is currently the only system that cannot be easily jammed or destroyed by explosions. He warned that if Starlink were to be shut down, Ukraine’s frontline defenses would collapse immediately.
Since Russia’s invasion of Ukraine in 2022, Musk’s stance on the conflict has shifted several times. Nevertheless, he has consistently maintained that SpaceX is not responsible for any disruptions to Starlink’s operations, attributing such issues instead to the U.S. government.
Ukraine relies on the civilian Starlink satellite network—as well as its military-focused variant, Starshield—to defend itself against Russian missile and drone attacks.
In a statement on Saturday, Ukrainian Defense Minister Yevhen Khmara remarked, "Monitoring systems indicate that the functionality of Starlink and Starshield is being restored." "We are seeing speeds exceeding 400 kilometers per hour, and the connection remains stable."
He added, "This advancement is of critical importance for our frontline positions, military personnel, drone operations, logistics, and communication systems." In another post on social media, Khmara stated, "We are currently getting the speeds we need. The restoration process has been underway since last night."
He further noted that this progress is vital for protecting Ukraine against rocket-propelled drones and for ensuring the delivery of supplies to the front lines.
A dispute has emerged between Ukraine and the United States regarding the Starlink satellite network. Ukrainian President Volodymyr Zelenskyy alleged that the United States has been aiding Russia by failing to warn Kyiv about impending missile attacks and by throttling Starlink’s speeds—actions that, he claims, hinder the Ukrainian military's ability to mount counter-operations.
