Ukraine, U.S. Sign Landmark Deal for Reconstruction Fund with Focus on Natural Resources

 Ukraine and the United States on Wednesday signed a landmark agreement establishing a joint investment fund aimed at financing Ukraine’s post-war reconstruction, with provisions offering Washington preferential access to new natural resource deals.

The deal, signed after months of negotiations, marks a deepening of U.S.-Ukraine economic cooperation as Kyiv continues to rebuild amid ongoing Russian aggression.

“In recognition of the significant financial and material support that the people of the United States have provided to the defense of Ukraine since Russia's full-scale invasion, this economic partnership positions our two countries to accelerate Ukraine's economic recovery,” the U.S. Treasury Department said in a statement.

According to a draft of the agreement reviewed by Reuters, the deal gives the United States preferred access to future Ukrainian natural resource contracts. However, it does not grant Washington ownership or automatic shares in Ukraine’s mineral or gas infrastructure.

The core of the deal is the creation of a joint U.S.-Ukrainian reconstruction fund, which will receive 50% of the profits and royalties from new natural resource permits granted by the Ukrainian government. Existing revenues and infrastructure are excluded from the fund’s scope.

Ukrainian officials emphasized that while the partnership reflects strategic alignment with the U.S., the country maintains full sovereignty over its resources. The agreement is expected to attract private sector interest and support broader Western involvement in Ukraine’s economic recovery.
